Max Planck was on the editorial board of Annalen der Physik from 1885 until 1928. There was no peer-review and not too much concern where things came from. Planck preferred a Classical Universe rather than Maxwell-Boltzmann distribution of molecular velocities (1870’s); but, even his own student (Hertz) published a paper, “Photoelectric Effect”. The Continuum became even more bumpy with his creation “Planck Radiation Law”. This distribution function emerged from the general confusion around Maxwell’s distribution.
